The Health Department handles sewage and water systems permitting (https://putnamhealth.com/environmental/new-home-construction/). Lot splits of 5 or fewer acres will need to go through the Putnam County Planning Commission (Nolan Croy, 419-523-8758). The Putnam County Auditor’s Office (419-523-6686) can tell you if a property is zoned residential or commercial.
