The Title Office will start summer hours. Open to the public:

8 am – 4:30 pm
Dealers may drop their Title work off at the Security Desk. The Title Office will call the dealer when Titles are ready to be picked up. Individuals may drop their Title work off in the drop box across the street from the Courthouse, or mail their Title work to: Putnam County Clerk of Court – Title Division, 245 E Main Street, Suite 301, Ottawa, Ohio 45875. All required paperwork must be included and completed in its entirety in order for the Title to be processed. A check or money order, including all fees and taxes due, as well as a pre-address, stamped envelope, must be included.
If you have been summonsed into Court, and are not feeling well, please contact the Clerk of Courts office@ 419-523-3110 for a possible continuance. If you have an attorney, please contact their office.
In an effort to minimize traffic in and out of the courthouse, most scheduled court hearings, have been converted into telephonic hearings. If you need to check on your next scheduled court date, you may do so by calling the Clerk of Courts office at 419-523-3110, calling your attorney (if applicable) or by visiting our public access web-site at: www.putnamcountyohio.gov
Court Filing will continue to be accepted via mail or fax.
Payments can made by mailing Check or Money Order to: Putnam County Clerk of Courts, 245 E. Main Street, Suite 301, Ottawa, Ohio 45875, can be placed in the drop box in the Courthouse parking lot, credit card payments can be made over the phone or payments can be made on-line at: www.putnamcountyohio.gov (only payments in full will be accepted on-line). In person payments will not be accepted at this time.

COVID-19 Response is a one-time payment to families who have experienced a loss of employment or reduction in hours due to the COVID-19 health emergency. Applications can be picked up in front of the Putnam County Job & Family Services Office at 575 Ottawa-Glandorf Rd., Ste. 1 during regular business hours. Monday thru Thursday from 7 am until 4:30 pm and Fridays from 7 am until 12 pm.

Lobby and Ohio Means Jobs Closure
Effective Friday, March 20, 2020 at 12 p.m.
Putnam County Job and Family Services is announcing the temporary closure of our lobby and Ohio Means Job Center to the public. During this pandemic, we will continue to provide services through our phone and on-line applications. We will continue to ensure the safety of children and the elderly by investigating screened in abuse and neglect reports, completing visits and providing supports and referral to families. We have gathered information from our local and state officials, our associations and ODJFS to make this important decision. The agency is NOT closing, just providing services without walk in visitors currently. We will arrange appointments if needed to ensure services are delivered to those who need them. There are many services that are available without a visit inside the agency.
Documents for all programs can be placed in the agency drop box which is located right in front of the main entrance or emailed to [email protected]. When emailing documents please provide a case number, name and phone number. This email box accepts documents for SNAP and Medicaid.
For Public Assistance programs such as SNAP benefits, cash assistance and Medicaid programs, please use the www.benefits.ohio.gov to apply, renew or report changes to an existing case. For Medicaid only, a call center is available to apply, reapply or report changes at 844-640-6446.
The Child Support web portal gives customers access to view and print case and payment information as well as report changes. The portal is available at:
http://jfs.ohio.gov/ocs/custservwebportalwelcome2.stm. Administrative Hearings are currently being conducted by telephone and genetic testing for paternity establishment is on hold until April 28th. If there are court hearings associated with a child support case, parties should contact the court directly to determine the status of any court hearings.
While the agency is not processing cash payment currently, there are a number of other options for paying on a child support order: CREDIT or DEBIT CARD PAYMENTS at http://oh.smartchildsupport.com, e-wallet accounts using Alipay, Apple Pay, Google Pay, Paypal and WeChatPay. Telephone payments are accepted by phone at 567.376.3780 or 1-888-965-2676, option 5 (no fees apply).
Payments can also be mailed in the form of a personal check, money order or cashier’s check, made out to Ohio Child Support Payment Central (OhioCSPC) to Ohio CSPC, P.O. Box 182372, Columbus, OH 43218-2372. Payments should include payor name, payor SETS case number, Court order number and amount to be applied to each case (if payment is for more than one child support case).
Suspected child or elder abuse can still be reported at 567.376.3777 during normal business hours (Monday – Friday 7 am to 4:30 pm) or to the Putnam County Sheriff’s Office after hours who will contact a 24/7 on call caseworker. All review hearings are being conducted by telephone until further notice.
