The Putnam County Court has scheduled sessions four days each week. Judge Michael E. O’Malley and Judge Chad C. Niese convene court on Monday and Thursday afternoons beginning at 1:00 and on Tuesday and Wednesday mornings beginning at 9:30. Jury trials are scheduled for full day sessions on Fridays in County Court. Arraignments are also held on Friday mornings at 10:00 when necessary. The Putnam County Courtroom is located on the third floor of the Putnam County Courthouse.
The Putnam County Court has three divisions: civil, criminal and traffic. The court has jurisdiction over traffic and non-traffic misdemeanors and has the authority to conduct preliminary hearings in felony cases. The Traffic division handles traffic violations, ticket payouts and vehicle impoundments. Driving Under the Influence and Reckless Operation of a Motor Vehicle are among the charges, which require a court appearance. Fines for many violations may be paid in person or by mail. The civil division of the Putnam County Court handles cases in which the amount of money in dispute does not exceed $15,000.00. Complaints involving landlord-tenant disputes, evictions, rents, escrows, garnishments and appeals to the Bureau of Motor Vehicles are filed with this division. The clerk’s office provides assistance to citizens in filing of small claims, which involves disputes of $3,000.00 or less by furnishing forms and instructional material.
The court is in session during specified hours during the week. The Clerk of Courts office is open from 8:30 to 4:30 Monday through Friday to offer filing assistance and payment of bond and fine money as well as court costs.
