RESOLUTION
The Board
of County Commissioners of Putnam County, Ohio, met in regular session on the
23rd day of December, 2010, at the office of said Board with the following
members present: Mr. John E. Love, Mr.
Vincent T. Schroeder and Mr. Travis A. Jerwers.
Mr.
Jerwers moved the
adoption of the following Resolution:
WHEREAS, The Board
of County Commissioners deems it
necessary to advertise for sealed bids for Sewer District No. 1 manhole and
pump station improvements.

therefore, be it
RESOLVED, Sealed bids will be received at the office
of the Board of County Commissioners until 11:00 a.m. on the 14th day of
January, 2011, at which time they will be publicly read aloud for
rehabilitating 62 manholes and replacing the pump controls to three pump
stations in Sewer District No. 1.

further
RESOLVED, Contract documents may be examined at either the Putnam County Commissioners
office, 245 E. Main St., Ottawa, Ohio or the office of the engineer, Feller
Finch & Associates, Inc., 1683 Woodlands Dr., P.O. Box 68, Maumee, Ohio.
and be it
further
RESOLVED, Drawings,
specifications and blank bid forms must be obtained at the office of the
engineer upon payment of fifty dollars ($50.00) non refundable. Contract
documents will be shipped as soon as possible after receipt of request and
payment of such documents. Bids will only be accepted from bidders listed on
the engineer’s official list of plan holders. Checks shall be made payable to
Feller, Finch & Associates, Inc.
and be it
further
RESOLVED, A bid guarantee instrument must be submitted with the bid. The bid
guarantee instrument shall be in the form of a bid guarantee and contract bond
for the full amount of the bid per ORC section 153.54 and 153.571 or a
certified check, cashiers check or irrevocable letter of credit for an amount
equal to ten percent (10%) of the bid. The bid guarantee shall be made payable
to the Putnam County Commissioners, as is to be held as a guarantee that in the
event the bid is accepted and a contract is awarded to the bidder, the contract
will be duly executed and its performance properly secured.

RESOLVED The
successful bidder(s) shall be required to furnish a contract bond in a sum of
not less than one hundred (100%) of the total contract amount. The bond shall
be that of an approved surety company authorized to transact business in the
State of Ohio and shall be underwritten by a surety that is listed on the most
current Department of the Treasury Circular 570 “Surety Companies Acceptable on
Federal Bonds”.

must use Ohio products, materials, services and labor to the
extent practicable, comply with
Ohio EEO requirements and pay Ohio prevailing wage rates for Putnam County.

RESOLVED, Each bid
proposal must be made upon the blanks, or facsimiles thereof, furnished with
the contract documents.
and be it further
RESOLVED,
The Putnam County Commissioners reserve the right to reject any or all
bids, to waive any informalities or irregularities in the bids received, and to
accept any bid it deems most favorable per ORC 9.31 and 9.312.
Mr. Schroeder seconded the motion and the roll being
called upon its adoption, the vote resulted as follows: Mr. Jerwers yes Mr. Schroeder yes Mr. Love yes
